Add per-user connection limit

To prevent one user/application from exhausting available connections it would be extremely helpful to have the ability to set per-user connection limits. This connection limit would only prevent the specified user from connecting once their limit is reached and still allow other users to connect.

    This feature will be helpful if it is added in MongoDB. We've got an Audit point regarding this Single User Login Session where a user logged in one session cannot be allowed to login from another session. This is one the IM8 Audit point.
