Add CFN resource to manage PrivateLink endpoints

As per the title, add a new CFN resource `MongoDB::Atlas::PrivateEndpoint` to manage PrivateLink interfaces into Atlas, based on https://docs.atlas.mongodb.com/reference/api/private-endpoints/

    Hi Allan, MongoDB::Atlas::PrivateEndpoint has been published to the AWS CloudFormation Public Registry in all 22 regions where MongoDB Atlas is currently available in today. Feel free to try it out and let us know how you like it. Thanks again for all the helpful feedback!

    Hi Allen- Thanks for your request, we are planning to add more resources to the CFN catalog and PrivateEndpoint is on the top of the list. We are planning the next release for this project so stay tuned for some more news on this over the next few weeks. Thanks-
