need api endpoint to see current db user limit. also see this number in UI

if this limit is reached, mongodb throws error

    Hi Kyaw, Do you have a use case that requires a large number of database users? We can help you proactively raise the limit by a reasonable amount if you're running into this and need some headroom--just file a support case. It would definitely be helpful to provide feedback about these limits in the API response: we will consider options -Andrew
