Atlas Organizations should have a limit far greater than 500 users

AT&T has over 250,000 employees. Flex Force is one organization with over 600 employees. These employees a dropped in to solve problems like a technical SWAT team. If they could spin up at Atlas cluster to solve a problem that would be great for MongoDB. Due to the 500 user limit, 100 Flex Force employees won't be able to log in. Creating another Org is considered cumbersome and does not match their internal billing hierarchy. AT&T wants to have one parent org and a child org for each vice president as this two level tier matches their internal billing infrastructure. Creating cross org billing is not desirable.
