Migrate users and roles with cluster data

It would be great to be able to transfer users with their credentials and permissions from our on-premises deployment to Atlas during migration to avoid having to recreate those users using the Atlas interface or API.

    Having a capability to script out configuration i.e. users, DBs, Collections, Roles.. will be very useful with administrative tasks.

    As part of Migration process, we need this feature in Migrating users, roles along with the data.

    this is a very important feature, necessary for migrating databases, or collections from one project to another. Almost every other DBMS has a similar feature.
