Notify users when a database is being rate limited

Suggestion: When a database is being rate limited, please indicate this on the dashboard. And/or send an email to the developer, so they can take action, like upgrading the DB tier. (Preferably before they're locked out of the database for 7 days). Context: Just had a production outage, because the M5 database we were using went from 2.5 seconds for a response, to 120 seconds a response. There was no warning, no alerts, no emails, and nothing on the dashboard to indicate we were being rate limited. I waited 2 hours with chat support and got nowhere. Finally got an answer the next day, that we were being rate limited.
