Allow customization capability to Administrators

1. Provide option to administrators to freeze the Read Preference dropdown to Secondary to restrict users only to secondary nodes of the cluster. 2. Freeze maxTimeMS value to a desired value (operations team would decide the value) rather than providing this option to users whether or not to use it and let rogue queries run for long duration on production clusters.
