allow API to retrieve closed project

Even if a project has been closed, it would be good to see what the name was. After all, the project ID shows up in the bill, why not the project name?

    This is an important feature for us because we are using the Atlas invoices API to gathers bills, and inside them you can only find the groupId of projects, not their name. And when the projects do not exist anymore, we cannot retrieve their name, or any other information about it.
